Joe R. Fowler, PH. D., PE (Life Fellow, ASME) is the former President and Co-Founder of Stress Engineering Services, Inc., (SES) a 400+ person engineering consulting firm based in Houston and Waller, Texas with additional offices in Cincinnati, New Orleans, Calgary, and Singapore. SES is a world leader in floating systems design, fitness-for-services evaluations and EPC services to the process industries, consumer-product mechanical design, measurements and control systems, and third-party testing of full-scale systems and equipment.
At Stress his technical work was broad in all areas of Stress work. He published 30 technical papers and was awarded 5 patents. He testified 75 times as an expert in many different cases.
He is a registered professional engineer in Texas. He received his BS with honors (1968), MS, and PhD degrees in mechanical engineering from Texas A&M University.
Dr. Fowler has been an active member of ASME for more than 49 years in the South Texas Section, the Petroleum Division, and for 2009-2017 he was ASME’s representative and Board Chair (2015-2017) for the interdisciplinary Offshore Technology Conference which is one of the 10 largest meetings in the US and drew over 60,000 attendees in 2017. He became an ASME Fellow in 1983, and in 2017 was elected to the Board of Governors of ASME.
He was very active in ABET, which accredits all engineering, technology, applied science, and computer science programs in the USA, and in 2000–2001 he served as President of ABET.
In 2012 he was selected as Entrepreneur of the Year by Ernst and Young for his work in building Stress Engineering Services Inc.
He currently serves as Chair of the Advisory Council of the Dwight Look College of Engineering at Texas A&M University and on the Board of Directors of the Pearl Fincher Museum and Northwest Assistance Endowment Ministries Board. He and his wife help many charities primarily supporting higher education for deserving youth

The Internet of Tools – End Digital Flange Management

~30% of all LOPC events are related to improper flange management. The standard flange management processes in the Refining and Chemical industry uses a calibrated tool (either manual or powered) to tighten flanges to a selected torque value. Most records are maintained on paper and quality control consists of spot-checking about 10% of tightened flanges. Quality control and record keeping is especially challenges during major maintenance events where large number of flanges must be bolted up in a very short frame of time.
Cumulus has developed the Smart Torque System (STS) to provide unparalleled transparency and quality control for industrial bolting activities. STS consists of Bluetooth-enabled torque tools connected to a mobile software application that is linked to a cloud hosted flange database. As fitters work through the flange management process, STS captures and stores the following information in real time:
Utilizing Drones for Construction Site Inspection

Drones, also known as unmanned aerial vehicles (UAVs), have come a long way since their origins in military applications. Advancements in drone size, mounted sensors and software have improved capability and allowed contractors and construction site managers to easily implement them in their projects. The benefits include real time mapping, inspection and site planning that aide in design of projects and improve worker safety. Another exciting application for UAV’s is in subsurface investigations. Advanced sensors such as magnetometers have been designed to be mounted on drones for a variety of applications which include subsurface utility mapping.

Preventable Turaround Budget Overruns

Turnaround budget overruns fall into two categories: preventable and unplanned.
Unplanned events, such as events that cannot be foreseen or prevented, fall into the
second category.
But the first category, preventable overruns, are relatively easy to forestall, as we
will explain.
Studies made of turnarounds that failed to complete within budget constraints
invariably point to one factor: incomplete, unreliable work scopes, causing “holes” in the
estimates. We compared a few work scopes developed the traditional way (by a team of
turnaround planners, mostly from the trades), against work scopes/estimates produced
with eTaskMaker. The same identical pieces of equipment were selected, and even if the
“wrench time” estimates were within acceptable limits, the “holes” became evident.

In service Corrosion Assessment for High Temperature Plant Components

This has been presented at several other conferences including the ASNT Annual conference last October in Houston and at Offshore Europe in Aberdeen, UK in September just to name a couple. I am aware that there are several other Continual Monitoring devices available but this is one of the first "High-Temp" corrosion assessment techniques used for monitoring corrosion rates on designated TMLs. The sensor is permanently installed and covered with an insulation kit. The sensor requires no cables or antennas and is powered by an Inductosense wand which stimulates the sensor and measures the pipe thickness instantaneously enabling a team to inspect >100 piping circuits per shift.

Evaluation of Spherical Storage Tank with Minimal Documentation

Facilities may have pressure vessels that have been in operation for many decades. During their time in operation, the original design documentation and/or nameplates may have been misplaced or lost due to the amount of time passed. Recent regulations and/or company procedures may require all pressure vessels in operation to have nameplates and/or design documentation.
This presentation describes the process used to verify or re-certify the operating integrity of spherical storage tanks following the methodology outlined in API 510 for vessels with no nameplate and/or minimal or no design and construction documentation. The storage tanks were fabricated and installed in the 1940’s so the materials of construction and design criteria from the relevant time period have to be understood. The evaluation involved utilizing aspects of the 1938 Edition of the joint API‑ASME Code for Unfired Pressure Vessels, which was the original design code, and the current ASME Section VIII, Division 2 Code.

Pulsed Eddy Current Array to Enhance Inspection Productivity

Pulsed Eddy Current (PEC) has been successfully deployed over the last decades for a variety of corrosion-related applications, most notably for Corrosion Under Insulation (CUI) inspections, Corrosion Under Fireproofing (CUF) and Flow Accelerated Corrosion (FAC). This technology has proven to be an efficient screening tool, allowing for detection of corrosion without having to remove coating or insulating material over typical pipes, tanks and vessels. Despite the success of the technique, one criticism to conventional PEC systems is that achievable productivity is relatively low, especially on piping and when an inspection with high spatial resolution is required. Recently, Eddyfi developed a new solution to improve the productivity of PEC on pipes and vessels: pulsed eddy current array (PECA). This paper presents the fundamentals of PECA and highlights productivity enhancements compared to prior art technology.

CUI (Corrosion Under Insulation)

Studies have shown that corrosion under insulation (CUI) is a $300 billion global problem. During the presentation, attendees will explore factors contributing to CUI that are often undocumented and review a suggested CUI inspection report template. CUI awareness has increased significantly in recent years however, many maintenance departments still struggle with justifying a budget for a CUI preventative maintenance program. Building an effective CUI inspection strategy relies on accurate data and this data is often missing from inspection reports and data management systems. An effective CUI inspection report template is a cost-effective way to collect important data effecting CUI susceptibility analysis and prioritization to better focus maintenance dollars. Following the presentation, attendees will walk away with a better understanding to identify factors contributing to CUI.

The Right Non Destructive Examinations for Managing the Integrity of Insulated Pressure Piping and Equipment

Today’s digital technologies allow one to assess insulated piping with images that convey clearer information than any time before. Corrosion under insulation, losses next to clamps, saddle interface losses, contact point corrosion and internal corrosion losses are all common forms of degradation in aging piping and equipment. Technologies which identify and expose these losses are Real Time Radiography (RTR), Radiographic Testing, Long Range Guided Wave Testing (GWT), Pulsed Eddy Current (PEC) and Laser 3D scans. Examples with NDE images obtained with today’s techniques are summarized in this paper. The cases are a summation of inspection programs where thousands of circuits were studied.

Mechanical Tube Cleaning Safety and Efficiently Restores Heat Transfer Rates

When heat transfer efficiency is degraded in unit heat exchangers, plants lose productivity and profitability, and heat exchanger maintenance is required. It is essential for chemical plants and refineries to use effective and safe methods to clean heat exchanger tubes. Mechanical tube cleaning systems have emerged as a forward, efficient, and environmentally responsible approach to maintaining heat exchanger performance. Mechanical tube cleaning that uses low-pressure water, (under 700 PSI), safely and quickly removes the most tenacious deposits from heat exchanger tubes, restoring heat transfer efficiency, and minimizing post cleaning wastewater. Mechanical tube cleaning systems require a much smaller on-site footprint than traditional high-pressure water methods, which means smaller crew sizes and reduced site congestion. This paper will expand on mechanical tube cleaning technology, and report low-pressure mechanical tube cleaning case studies.

Reliable Leak Free Sealing of Heat Exchanger and Pipe Flange

Heat exchangers leak. Pipe flanges leak. However, in the past fifteen years great improvements have been made on these intractable problems as new materials and procedures have been introduced. Chevron and other refiners have now established specifications, procedures and protocols that result in long-term, leak-free sealing of pipe flanges and heat exchangers regardless of the number of plant startups, shutdowns or plant upsets. They have demonstrated repeatedly at refineries all over the world that it is possible to bring a plant down and restart it without the risks and dangers caused by flange leaks.
Obtaining reliable bolted connection designs is a simple process of getting the engineering right. This practical workshop will disclose the root causes of flange leakage, and the simple engineering principals, material and procedural changes that will result in reliable leak free performance. The focus of this program will be to give the participant the tools and resources to be able to quickly incorporate these vital improvements into their facilities.

An effective IOW program can provide less downtime, lower inspection costs, and extended asset life. Many refining, gas processing, and petrochemical plants have already identified the need to define IOW’s, but most are still unsure how to extract the most value from them. This presentation will focus on low frequency vibration events that ultimately impact the life rotating machinery utilizing high speed Motion Amplified video data collection and analysis. This technique enables identification of very low frequency movement undetectable with conventional vibration data collection technology. A specific case will be examined that illustrates mechanical movement below the 2 Hz. threshold imposed using conventional vibration data collection technology.

An effective IOW program can provide less downtime, lower inspection costs, and extended asset life.
